Under direct CPU control, it sure can.

That's thinking in terms of samples, but if the waveform is generated on
the fly, a single bit is good enough (and the C-64 has 4 bits/channel to
work with.)

Screen and sprite DMA trash the timing, so those and interrupts *MUST*
be disabled to get 100% clean sampled sound.
