[stella] PCAE 2.3 is out now

As I recall, a while ago we on the Stella mailing list were wondering what
the status of PCAE and its author was.  It looks like John Dullea has
released a new version of PCAE (with source code).  The new PCAE 2.3 is
available for download at:

    http://www.geocities.com/dwarfaxe/pcae/

The program is now released under the GNU Public License so I assume this
means that we should expect future source code availability.
