PCAE keeps it's palette data in the files PCAE.PA0 (NTSC) and PCAE.PA1 (PAL). those files contain 128 colours in BGR format. But I think it only uses the 18-bit VGA format, not 24-bit. I think the source code for the Stella emulator has the colours defined as 24-bit RGB values.
