Definitely z26, best emulation by far! I've done all my developement (Thrust, Jammed, ...) with this emulator and needed only some very final testing and fine tuning on a real 2600.
But under W2k, z26 is working very slow. You should use a more DOS-friendly Windows (9x, ME) for this.
