Rasty and me currently teamed up converting a few NTSC 
titles to PAL. Actually my idea was to just release the 
source. 

For example for A-Team there's compile switches in it 
that compile either into a bit-perfect NTSC original or 
fixed scannline  PAL/PAL60 versions. Even creating a 
fixed scannline NTSC version is supported.
