Right now doesn't Z26 and Stella both use external palette files?

As long as they do, we're covered because it's just a matter of finding the right file that looks good to the individual. There are too many subjective factors involved. You could line up a 2600 side by side with your monitor and get a different result because of the characteristics of both monitors or the coloration of the signal path via things like the 2600 motherboard tint adjustment, whatever A/V board your 2600 may or may not have, etc...

I think it's possible to find a mathematical ideal, but then you still have to worry about how the computer monitor will reproduce it.

These are issues that Mac users have been dealing with for many years as far as matching colors to monitors. It's not a trivial issue.

Could you do the same for PAL too?

Then I could check against real hardware. And since PAL colors are
probably more "constant" than NTSC that might help the NTSC
palette too.
