That depends on how quickly you can swap your game cartridges and if you ever play any games that do send data through the RIOT ports, like the keyboard games. ;-) While the 6507 will be reset at power-up, the RIOT will not. It will remain it's state for a short while after you turn the console off. Berzerk gets it's seed for the random number generator by reading INTIM at power-up for example. If the VCS was turned off for a longer time, INTIM will always read the same. But if you turn your VCS off and then on again, the RIOT timer will be at the same state as it was when you turned the console off. This is pretty random, since the RIOT timers count so fast.
