I'd say FALSE, because it cannot handle this XML document properly:

The result of the transformation is:
<!-- foo --> <bar>baz</bar> <bar>baz</bar>
This is not even well-formed XML anymore. How can you still call it an identity transformation, when it gives this behaviour?
