There is a caveat with your suggestion ... to go that way I would use the following:


<fo:block keep-together.within-column="always">
  <fo:block> Figure Title....</fo:block>
  <fo:external-graphics/>
</fo:block>

The reason is because when you simply say keep-together="always" that sets keep-together.within-line="always" ... which means the block with your figure title will be kept on one line ... which means if you have a long title, it will go off the end of the column boundary.

You don't get that problem on sibling blocks when using keep-with-next= or keep-with-previous= because the change in block breaks the line.

But I always advise my students to never use keep-together= without using the compound property they need in the particular context in which they are working.
