The HD468B21, (it's a 65SC21 on the one I have) is a PIA chip. The RAM chips are actually 32K. It appears that the code from the EPROM is run by the 7800 like a normal cartridge. This code loads your programs to the RAM from the ST's parallel port VIA the 6821 PIA.
