(not Vern, but here's my guess...)

Assume a rough timing of 1.19 MHz

Watch the address lines for any change.  Assume the first change
is on the rising edge of a clock.
Ignore changes for 420 nS.
Assume the clock falls 420 nS after assumed rise.
Continue ignoring changes for an additional 210 nS.

Repeat.

This should get you close enough.
