Actually, this is described as a jade extension
(http://openjade.sourceforge.net/jadedoc-1.3/rtf.htm) supported by the RTF
backend. I don't believe it is supported by the TeX backend.
There is at least one exception : heading-level can be used to generate
bookmarks in PDF files.
