OK, XT was non conformant. If you don't implement one of the
spec areas which is not required for conformance level X, then
(a user view) I might not say that Saxon was non-conformant,
but the end result will be the same from my perspective?
That was the analogy I was drawing.

If its as hard to comprehend as Daniel intimates, the likelihood
of two compliant implementations diminishes.

Looking at your later comments though, perhaps a forecast
of IBM, Oracle and Microsoft implementations might be the case?
  What's the common product/user base I wonder?
