Hi all, DtdAnalyzer, available at https://dtd.nlm.nih.gov/ncbi/dtdanalyzer/, can flatten (minify) a DTD and also has a tool for comparing DTDs. Flattening a DTD might introduce minor changes, which can be detected by comparing the flattened DTD with the original DTD.
