You wouldn't need two production runs, nor more code to compensate for
both systems... you'd just need to put the switch on the cartridge
instead of using the ones on the 2600.

Made a 4K game?  Burn both versions on an 8K ROM and wire a switch to
one of the address lines.  Piece of cake.
