No, the PC and home computer versions by Spectrum Holobyte in the USA and by Mirrorsoft in Europe were released before Atari's arcade version. Mirrorsoft, Spectrum Holobyte's British sister company, sublicensed the arcade and videogame rights to Atari Games although they didn't have them at that time. They were able to get the arcade rights from Elorg, but lost the videogame and handheld rights to Bullet Proof Software/Nintendo. So Atari's arcade version came after the computer versions but before the videogame and handheld versions. If you want to know more about the complicated licensing story of Tetris, you should get a copy of David Sheff's 'Game Over' book.
