Well, if it's an even power of 2, you just let the horizontal counter
free-run.  It'll wrap around to 0 at the end of the decoding

I was speaking more about the video encoder part of the circuitry, the part that synthesizes the composite video signal. Since the pixels don't line up evenly with the color clocks, it must be harder to encode the video signal.
