Yes, closed captioning on PAL systems is realised with teletext or videotext as it is called here in Germany. Basically the text encoding works similar to the US CC system, but due to the fact that the PAL version is supposed to handle a lot of other information as well, it is using finer structures in the relevant scanlines. The VCS is not capable of displaying these structures, so we won't be able to use teletext in any of our games. BTW, since PAL TVs use teletext for CC, they won't be able to decode US CC. Therefore PAL users won't be able to play any of the games based on this system.
