That will probably depend on the TV, the one I use (a 3 year old 14" 
Samsung) keeps the display centered, when a short frame is provided. 

When I am testing my code I usually test with the NTSC flags enabled (to 
ensure my overscan/blanking code doesn't overstep NTSC allowances), but with 
PAL colours (so it looks correct for my TV). 

I did some tests with my TV and found the following limits (including 
blanking/overscan):
minimum lines 238
maximum lines 350
