I was planning on simple PAL-50.  I doubt this is the sort of 
game that people will actually *play* a lot, especially with the 
original SI and Space Instigators also out there. :)  I'm
not really worried about the slower game play.  16-bit math for
fractional speeds is no obstacle for me, but rewriting the
kernel is.  I'm also out of RAM and would have to do a lot
of consolidation/optimization.  Could certainly be done - I've
got a half-dozen different single-bit variables that are each
using a whole byte - but I'm trying to move on from this project
to something new. :)

I'll look to work with you on this after I get the game code
completed.  I don't think a full-blown classic 2600 style manual
is really worth much for this game, but a simple instruction
sheet is probably a good idea.
