I'm not sure I understand "ought". As far as conformance to the spec is
concerned, I don't think this is either a "must" or a "should". If you mean
"it would be nice if", then yes, you are right. Though it's entirely
possible that a change to the algorithm to achieve this would have adverse
side-effects on other stylesheets.
