Years ago, I pinged James on this one. It seemed useful and not
too difficult to implement. As I recall he mumbled something
about the number of lines of code already required to implement
catalog support and something about DTDDECL not being as easy as
it looks at first glance. Caveat implementor. Caveat my possibly
faulty memory as well, but read that spec carefully :-)
