I was having this same problem and posted to this list a while back.
Tim Waugh patched the Red Hat openjade package to fix this problem. 
If you are using Red Hat or a RPM compatible distro, you
can try openjade 1.3-17 from the Red Hat Rawhide. Then, &mdash;
shows up as a long dash and -- shows up as two small dashes.
