Hi, Tony,

Unfortunately, disabling one or the other of the two conflicting frameworks
wasnbt an option in this case, because my project is to create an XSLT
stylesheet to convert instances of one doctype to the other. So I need to be
able to have instances of both open simultaneously. Fortunately, taking
another run at this problem seems to have worked (though I have yet to verify
whether I did too much or just enough).

Ibm currently trying to create frameworks in Oxygen to handle
instances of JATS Journal Publishing 1.2 (a slightly modified version
of which we use in-house for editing) and JATS Archiving 1.2 (which
we send to our platform vendor). However, I find that if both
frameworks are active, the one that loads first (Archiving, green)
prevents the other (Publishing, blue) from working, apparently
because of the common public identifiers and corresponding filenames
used in both DTDs.

It won't be as automatic as you would like, but you can enable and
disable individual frameworks in your Document Type Association preferences.

As you have Oxygen XML Editor, then you also have Oxygen XML Author.
You might be able (both in practice and legally) to have one as your
Blue editor and one as your Green editor by enabling one framework in
each.  It could be something to check.
