Does the Supercharger use DRAM or does it use non-battery-backed static RAM?

If it's SRAM, an interesting project might be to try to create a battery
backup for the Supercharger...

It's definitely not useful as a general purpose RAM chip.

Can one read and write to an EEPROM fast enough to act as general purpose RAM?

I think the best way to go is with something persistent, but fast enough to
work as the Supercharger does rather than just allowing for you to load a
game in and run it as if it were ROM.
