Isn't that really up to the programmer.

Fitting a good game into 4K is a challenge, yes, but there is also a lure to leveraging today's cheap hardware costs to get the 2600 to do more expansive games that would have been impractical to do way back when, thus testing the upper boundaries of what the 2600 is capable of doing when NOT limiting yourself to 4K.
