On March 7, 2019 the JATS Standing Committee voted to:
    "Add the @assigning-authority attribute to
     <article-version>b

The JATS SC will discuss on March 22nd whether there are other
elements that also need the @assigning-authority attribute.

Sorry, this will be in version 1.2d1, NOT in JATS 1.2
(most recent version) because JATS just revved.
