Kathleen, The analysis for students is no different from the analysis for any other user of a copyrighted source. If a student wants to use figures and tables from a different author's publication in her thesis, than the question is whether using those figures/tables is fair use or not. If the use would be fair use, than no permission is necessary. If the proposed use is not, only then does the student need permission from the copyright holder.
