Kathleen,

The analysis for students is no different from the analysis for any other user
of a copyrighted source.  If a student wants to use figures and tables from a
different author's publication in her thesis, than the question is whether
using those figures/tables is fair use or not.  If the use would be fair use,
than no permission is necessary.  If the proposed use is not, only then does
the student need permission from the copyright holder.

Hi,
    I recently was asked if students need to ask for copyright
permission to use other works in their thesis.  This student does not
intend to publish the paper only to use it to obtain their master's
degree.  They were told by their advisor to obtain permission from
publishers to use the figures and tables in the paper prior to
submitting it for graduate school.
